The City of Lahti: Organization of the social and health services in the Päijät-Häme region

The project included a general assessment of the current state of the health and social services in the Päijät-Häme region, and their development potential. The project was driven by the desire of the municipalities of the region to develop the services by taking into account both the economic constraints and the legislative reforms and guidelines. The project had four key objectives:

To assess the different alternatives for primary and secondary healthcare with the current service structure. What are the possibilities provided by the existing service structure and legislation?

To analyse how health services (primary healthcare and secondary healthcare) can be arranged in more reasonable and economic way for the Päijät-Häme region. In addition, we analysed the organisation of the different operations from the customer and efficacy points of view.

To form a clear picture of the scenarios/alternatives for the region by taking into account the policies of the different municipalities.

To define the primary health care and special health care investments in the region, and adjust them according to the financial capacity of the municipalities.

Based on the NHG’s extensive benchmarking data and information on best practices, the project could be completed on a tight schedule. The project resulted clear recommendations for the service structure that would best serve the population while taking into account the economic realities of the municipalities.
